
Addressing Labour Shortages: Chamber Submission on Federal Workforce Measure
The Yellowknife Chamber of Commerce has submitted a letter to the Government of the Northwest Territories regarding a recently announced federal measure aimed at supporting rural employers facing ongoing labour shortages.
Labour availability continues to be one of the most significant challenges facing businesses in Yellowknife. With an unemployment rate of 3.5%, there are simply not enough people available to meet current hiring needs, leaving employers competing over a very limited workforce and, in many cases, unable to fill open positions. As a result, businesses across multiple sectors are experiencing ongoing difficulty recruiting and retaining workers. These pressures are impacting day-to-day operations, limiting growth, and placing added strain on essential services such as retail, food services, transportation, and tourism.
This federal measure represents a near-term opportunity to help address immediate workforce needs, while also contributing to a broader, coordinated approach to workforce planning.
The Chamber has encouraged the Government of the Northwest Territories to work with the federal government to enable participation in this measure and ensure communities have the ability to opt-in based on local workforce needs.
These federal announcements reflect a small shift away from one-size-fits-all policy and toward recognizing the distinct labour market realities of rural and northern regions like the Northwest Territories. This is an important step in supporting business continuity and economic activity in the North. With significant investment and development activity anticipated in the coming years, workforce capacity and retention will be a key factor in determining how effectively our community and territory are able to support growth, attract investment, and realize long-term economic benefits.
While this measure represents an important step in addressing immediate workforce needs, it is only one part of a broader solution. Addressing workforce challenges in the North will require a coordinated approach across workforce development, attraction and retention, immigration pathways, housing, and the infrastructure needed to support population and business growth.
The Yellowknife Chamber of Commerce will continue to advocate for practical, aligned solutions that ensure businesses have the capacity to operate today while building the foundation needed to fully participate in the opportunities ahead.
